Government Considers Review of Controversial UGC Equity Regulations

The Union government is contemplating a special committee to review the University Grants Commission (UGC) Regulations aimed at promoting equity in higher education, according to a submission to the Supreme Court on November 5, 2026. The 2026 Regulations, which aimed to combat caste discrimination, faced protests from upper caste students who claimed they were biased. The Supreme Court had previously stayed these regulations in January 2026, citing their vague nature. The regulations were introduced following a petition addressing caste discrimination in educational institutions, prompted by the suicides of Rohith Vemula and Payal Tadvi. The court's stay has led to the continuation of the 2012 UGC Regulations while the government examines the criticisms of the 2026 provisions.
