Supreme Court to Hear Delimitation Petition Amid Census 2027

The Supreme Court will hear a petition on October 9 regarding state governments' ability to change ward boundaries during the ongoing Census exercise. The petition, filed by Paka Suresh, raises concerns about the implications for the Census 2027 process. According to Rule 8(iv) of the Census Rules 1990, administrative boundaries must be frozen from the date set by the Census Commissioner. The Andhra Pradesh High Court recently ruled that the prohibition on delimitation applies only to administrative blocks, not wards, creating a conflict with a Madhya Pradesh High Court ruling. The petitioner argues that altering ward boundaries now could undermine the integrity of the Census data, as new codes would be needed for reconstituted wards.
